The CARES Program (Comprehensive Approaches to Raising Educational Standards) is an initiative driven by West Ed's E3 Institute and funded by FIRST 5 Santa Clara County, First 5 California, and the California Department of Education: Child Development Division.

This initiative seeks to reward early childhood care providers for their efforts toward professionalization through education and professional growth.

CARES Collaboration

Four local agencies work in partnership with the E3 Institute to distribute the CARES program stipends, deliver training locally, and help identify & remove barriers to professionalization in the field. These four agencies are: The Provider Connection/PACCC/CPSC, Go Kids, PTRAC, and Kidango.

Ten community colleges and universities also collaborate in the development of professionalization with the Institute and its partner agencies. They are: DeAnza College, Evergreen Valley College, Foothill College, Gavilan Community College, Mission College, San Jose Community College, San Jose State University, Santa Clara University, West Valley College and The National Hispanic University.
